NBA Unveils 3‑2‑1 Draft Lottery to Stop Tanking

NBA commissioner Adam Silver confirmed on Stephen A. Smith’s radio show that the league will present a 3‑2‑1 draft‑lottery proposal to owners in May. The plan replaces the current system with flat odds so that teams have no incentive to finish worst and chase high picks, every season.

Under the new scheme, the bottom three teams would suffer the lowest lottery percentages, a measure dubbed draft relegation. Teams currently ranked four to ten would enjoy better odds, aiming to discourage deliberate losing and the last‑season shake‑ups that sent the Wizards, Jazz, Grizzlies and Bulls higher in the draw.

Silver also warned that the NBA can fine teams for tanking, citing the Jazz’s $500,000 penalty for conduct detrimental to the league, and can remove draft balls or reorder picks. The league stresses that fines alone may not deter teams if a top pick remains at stake.

The flat‑odd system will run through 2029, after which a new collective bargaining agreement could revisit the rules. Silver noted the NBA will study the approach for three years, hoping to learn how teams adapt before making permanent changes to keep fans engaged and maintain competitive balance.
