Mayor Zohran Mamdani of New York ran for office vowing to execute an international arrest warrant against Benjamin Netanyahu if the Israeli prime minister visited the city. But when Netanyahu addresses the United Nations General Assembly in Manhattan on Thursday, the mayor will not appear at protests or attempt to make good on his promise.

Mr. Mamdani, the city's first Muslim mayor, plans to visit an L.G.B.T.Q. center with the prime minister of the Netherlands instead. He has repeatedly called Mr. Netanyahu a war criminal but conceded in July that arresting him is outside the city's legal authority.

His shift became clear after releasing a July video viewed more than 103 million times, in which he urged the federal government to arrest Mr. Netanyahu. The video worsened his relationship with leaders of the city's largest Jewish organizations, who believe his rhetoric has inflamed antisemitism. A meeting convened by the mayor's office in August saw Jewish leaders urge him to soften his rhetoric.

Ruth Messinger, an ally who served as Manhattan borough president, said the mayor "doesn't need to stir up enmity" on issues important to him but not central to governing New York City.
