Total CEO Rejects Venezuela Oil Investment Amid $100B Risks

French oil giant TotalEnergies CEO Patrick Pouyanné has delivered a blunt message about Venezuela's oil sector, declaring the company has no interest in returning despite the country's massive reserves. Pouyanné cited the political risk and environmental challenges that drove Total to exit Venezuela in 2022 when its assets were seized by the government.

TotalEnergies once operated in Venezuela since the 1990s but walked away after the Maduro regime nationalized its assets. The Paris-based supermajor generated $182.3 billion in revenue last year but sees Venezuela's heavy, high-sulfur crude as incompatible with its strategy. Pouyanné emphasized that Venezuelan oil requires immediate $100 billion investments just to restart production, with years needed to grow output from current levels.

Beyond the technical challenges, personal safety concerns loom large. A ConocoPhillips executive was kidnapped at Caracas airport in 2002, and the Trump administration has avoided deploying forces to protect foreign investments. While some Venezuelan crude now flows to U.S. refineries, TotalEnergies joins other majors in demanding predictable legal frameworks before considering any return to the volatile market.
