Costco is tightening access to its legendary $1.50 hot dog combo by requiring membership cards for all food court purchases. The warehouse giant has begun rolling out digital scanners and card readers at food court kiosks, closing a long-standing loophole that allowed non-members to enjoy the iconic deal. This policy shift follows months of testing at select locations and mounting pressure to protect membership value.

Since 2024, shoppers have documented signs announcing the change, with one location setting April 8, 2024, as the implementation date. The move aligns with Costco's broader strategy of exclusivity, as the company explained that non-members shouldn't receive the same benefits as paying members. This follows other recent measures like digital scanners at warehouse entrances to verify membership status.

The policy serves a dual purpose: incentivizing membership sign-ups and protecting Costco's financial model. With membership fees accounting for 65% to 73% of operating profit despite representing only 1.93% of total revenue, the hot dog exclusivity helps justify the $65 Gold Star or $130 Executive membership fees while maintaining the perceived value of Costco membership.
