UN Unveils Gaza Disarmament Plan Linking Weapons Removal to Reconstruction

Board of Peace member Nickolay Mladenov detailed a UN-backed plan to disarm Hamas and other armed factions in Gaza, linking the transfer of weapons to a transitional Palestinian authority with the start of reconstruction in the enclave. The framework, agreed to by guarantor nations including the US, Egypt, Turkey, and Qatar, mandates the collection of the most dangerous weapons first and establishes the principle of one authority, one law, and one weapon. Compliance monitoring precedes reconstruction, with fighters allowed to return to civilian life.

Mladenov emphasized this disarmament-reconstruction link as the plan's driving force, stating, 'The people of Gaza want reconstruction, and reconstruction requires the decommissioning of weapons.' While Mladenov offered no timeline, US envoy Michael Waltz called on the international community to pressure Hamas to disarm, declaring Gaza's future 'entirely dependent' on Hamas's compliance. Palestinian representative Riyad Mansour endorsed the plan but criticized ongoing Israeli restrictions on aid and land annexation efforts, warning against 'no occupation, no annexation, no forcible displacement.' The plan requires space and flexibility, as Mladenov stated, but faces significant challenges in implementation amid regional tensions.
