Bellevue Shelter Closure Marks Shift in NYC Homeless Policy

Mayor Zohran Mamdani announced the shutdown of the 30th Street Shelter and Intake Center, a former Bellevue Psychiatric Hospital that has housed single men since the mid‑1980s. City officials say the aging brick structure is unsafe, citing sagging ceilings, corroded beams and sewage odors. Residents were moved to other facilities, though a pending lawsuit has delayed the final intake closure.

The building, erected in 1933 with an auditorium, Juliet balconies and river views, once symbolized progressive mental‑health care. By the 1980s it had devolved into a notorious refuge marked by drug use, violence and unsanitary conditions. Former city official Lilliam Barrios‑Paoli noted the shelter became a “very problematic place,” reflecting the city’s reliance on repurposed institutions to meet a growing homelessness crisis.

Closing the 30th Street Shelter underscores the Mamdani administration’s intent to move away from large, decaying intake centers near Midtown. With the site slated for demolition, the city faces the challenge of reallocating capacity without exacerbating street homelessness. The decision signals a concrete step toward modernizing shelter infrastructure.
