Amtrak Unveils $7 Billion Penn Station Revamp Plan

Amtrak unveiled renderings of a $7 billion overhaul of Penn Station, showing a stone‑columned façade echoing the Farley Building and a glass‑walled concourse lit by natural light. The plan calls for a grand entrance with sweeping staircases and taller ceilings, replacing the theater attached to Madison Square Garden. Designers aim to restore dignity after six decades underground, and the proposal could also attract retail leases.

The redesign is being driven by Penn Transformation Partners, a consortium led by architect Vishaan Chakrabarti. He envisions a 450‑foot civic room where travelers might linger at a mezzanine cocktail bar. Funding remains vague; the railroad expects a mix of federal grants, state contributions and private equity. To date, Washington has pledged under $250 million, far short of the billions required.

Executive Andy Byford told officials the project must begin by the end of next year, pressing New York Governor Kathy Hochul for state support after the previous $1 billion commitment was withdrawn. With the Metropolitan Transportation Authority as the largest tenant, the upgrade could significantly boost commercial rents and reshape commuter flows, fundamentally changing the station’s revenue profile.
