Baroness Heather Hallett, chair of the UK Covid‑19 public inquiry, described the development and rollout of coronavirus vaccines as an “extraordinary feat.” She noted that effective jabs were developed, produced and delivered to most of the population in record time, a rare commendation amid a series of damning pandemic reports. The inquiry’s fourth module focused on vaccine creation and deployment.

The report urges a overhaul of the Vaccine Damage Payment scheme, recommending payouts rise to £200,000 from the current £120,000. Applications have surged to 17,519 since the rollout, up from fewer than 800 in the previous decade. Manufacturers such as AstraZeneca and Pfizer supplied the doses that underpinned the “largest vaccination programme in UK history,” with 132 million shots given in 2021.

Hallett warned that vaccine scepticism is rising, fuelled by social‑media misinformation, and called for targeted communication to rebuild trust in deprived and ethnic‑minority communities. She recommended coordinated strategies across England, Wales, Scotland and Northern Ireland to improve uptake and reduce inequalities. With £192 million already spent, the inquiry will deliver its final report by summer 2027, sealing its findings and ensuring future pandemic preparedness.
