The head of CME Group Inc. told the chairman of the Commodity Futures Trading Commission that the agency needed to do more to prevent manipulation on prediction markets as the trading startups grow into multibillion-dollar businesses. The platforms, which the agency views as derivative exchanges under its jurisdiction, have soared in popularity over the past 18 months. Polymarket and Kalshi are the two largest players in the space and both say they are opposed to insider trading and actively police the markets.

The confrontation highlights growing regulatory scrutiny as prediction markets evolve from niche platforms into significant financial venues. CME Group CEO Terry Duffy has repeatedly warned that the CFTC's oversight framework hasn't kept pace with innovation, particularly around contract design and market surveillance. CFTC Chair Rostin Behnam has acknowledged the challenge but emphasized the agency's existing authority over event contracts. Both Polymarket and Kalshi maintain they employ robust compliance programs, including know-your-customer checks and automated monitoring for suspicious activity. The debate underscores tension between traditional exchange operators seeking a level playing field and newer entrants arguing that overregulation could stifle a nascent industry.
