Kennedy outlined potential ideas in a Request for Information (RFI) posted online Friday and published in the Federal Register on Monday. The 10-page document poses questions about the current categories and invites public comment, with a deadline of September 20.

Currently, the Centers for Disease Control and Prevention uses three categories—routine, risk-based, and shared clinical decision-making—based on input from the Advisory Committee on Immunization Practices (ACIP). Kennedy's proposals could rebrand routine or universal recommendations as less definitive, such as "recommended with qualification."

Kennedy cited an executive order on vaccines signed by President Donald Trump two weeks ago as justification. The RFI follows his prior attempts to slash CDC vaccine recommendations and fire all 17 ACIP experts, replacing them with allies. A federal judge temporarily blocked many of these changes in March, ruling they were likely illegal and procedurally flawed. The move is widely seen as part of a broader effort to undermine federal vaccine guidance and advance debunked claims linking vaccines to autism.
