The recommendation follows a joint investigation by BBC Panorama and The Times, which detailed accusations from seven women against Sullivan, who denies the claims.

Sullivan stepped down as joint chairman shortly before the investigation's broadcast, stating he would focus on refuting the allegations. He remains the club's largest shareholder. The investigation also revealed Sullivan has been banned from contact with West Ham's women's and youth teams for three years due to safeguarding concerns, a restriction London Stadium was unaware of until the BBC's report.

Despite West Ham stating they do not consider there to be an ongoing safeguarding risk with Sullivan attending, London Stadium made the recommendation due to the "potential for demonstrations and anti-social behaviour by some spectators." The club has declined to comment, but it is understood they intend to work with stadium operators to facilitate Sullivan's attendance.
