Operation 'High Five' Banned for Political Influence

OpenAI has banned ChatGPT accounts used to generate bulk comments for a political influence campaign in the Philippines, dubbed Operation “High Five.” The campaign, linked to Comm&Sense Inc, a Philippine marketing firm, utilized ChatGPT for content analysis, comment generation, and PR materials. The operation focused on politics and current events, particularly concerning President Bongbong Marcos and Vice-President Sara Duterte, whom some comments nicknamed “Princess Fiona.”

The threat actor used ChatGPT to analyze social media posts, suggest reply themes, and generate short comments (under ten words) in English and Taglish. They also generated PR pitches, claiming the operation created five TikTok channels to promote President Marcos' agenda. These channels began posting in mid-February 2025, sharing identical videos with different captions, while the generated comments were posted by numerous TikTok accounts and on Facebook in reply to news reports.

Despite generating thousands of comments across TikTok and Facebook, the operation had minimal engagement, with most comments receiving no likes, replies, or shares. OpenAI assessed the impact as Category 2: activity on multiple platforms but little evidence of widespread sharing. The actor attempted to regain access after initial bans, but their efforts were thwarted.
