OpenAI released its EU Economic Blueprint 2.0, outlining strategies to boost AI adoption across Europe. The plan includes a program to train 20,000 SMEs in AI skills, supported by Booking.com. It also features a €500,000 grant for youth safety research and expanded partnerships with European governments. This initiative aims to close the gap between AI capabilities and their practical application.

The report highlights the “capability overhang” in the EU, where the gap between AI potential and actual usage exists. While the EU uses 17% more thinking capabilities compared to the rest of the world, significant differences exist between member states. OpenAI's blueprint suggests policy changes like national AI-in-education frameworks and skills accreditation to address this gap, fostering wider participation in the AI-driven economy.

To bridge the adoption gap, OpenAI is launching an SME AI Accelerator in six European countries, partnering with Booking.com. This will provide training and resources for small businesses. Furthermore, they are investing in responsible AI development, including the Youth Safety Grant Program. OpenAI also plans to expand its collaborations through the OpenAI for Europe initiative, supporting national AI priorities.

These initiatives arrive as the EU grapples with balancing AI innovation and regulation. The EU AI Act sets a global precedent for AI governance. OpenAI's move signals a commitment to work within these frameworks. The success of these programs could influence how other regions approach AI adoption and regulation, shaping the future of AI globally.
