OpenAI has released a blueprint for establishing durable federal institutions to govern frontier AI systems. The plan outlines a three-part strategy: building a national framework leveraging state consensus, strengthening CAISI as the primary federal institution for AI safety, and mobilizing a broader government resilience plan.

States have already developed harmonized approaches to frontier AI governance. California's SB 53, New York's RAISE Act, and Illinois's SB 315 represent early efforts. The White House's recent executive order on AI innovation and security provides additional momentum for coordinated federal action on this critical technology.

The federal government now faces the challenge of creating a framework capable of evolving alongside AI technology itself. With state-level regulations emerging and national security concerns mounting, the need for durable institutions has become increasingly urgent as AI systems grow more capable and widespread.
