Small businesses selling to the UK Government through the RM6237 Low Value Purchase System face an ironic bureaucratic burden. Every month, suppliers must log into a portal and report their sales—even when they've sold nothing. The system promises streamlined purchasing for departments with spending below certain thresholds, but instead creates busywork for vendors.

A Freedom of Information request revealed the scale of this inefficiency. Over 1,500 businesses submit monthly returns, with 96% reporting nil business in recent months. Even assuming just 2 minutes per form, this represents over 2 days of wasted time collectively each month. Only 59 suppliers actually completed sales through the system during the period examined.

The author questions why the reporting burden falls on suppliers rather than buyers. If departments used the system, they could easily track their own expenditures and vendor relationships. Instead, the Government Commercial Agency requires vendors to click through authentication and submit empty reports.

Compounding the issue, the GCA collects user feedback but doesn't maintain system-specific ratings. Businesses rate their experience after submitting nil returns, yet this data gets anonymized and aggregated away, leaving no record of widespread frustration with the pointless process.
