Despite this success, Spain is failing to build new capacity fast enough. The country needs to install four gigawatts annually to meet climate targets but is barely hitting one. The AEE blames a tangled web of administrative delays and inconsistent regional criteria that paralyze projects. Over 17 gigawatts of approved wind farms remain stuck in regulatory limbo.

Repowering old turbines is another critical but blocked opportunity. Spain has over ten gigawatts of aging installations that could be upgraded, yet current rules sometimes result in a net loss of power. Meanwhile, the nascent offshore wind sector awaits a promised pilot auction, with the first farms unlikely before 2033. The industry warns that without regulatory certainty, Spain risks losing thousands of jobs and falling behind global competitors.
