India-UAE AI Partnership Challenges US Cloud Dominance

India is partnering with G42, the UAE-based AI company backed by Mubadala, to deploy a sovereign AI supercomputer in India. The agreement calls for 64 systems from U.S. chipmaker Cerebras, with a G42 unit handling installation, operations, and maintenance. This creates an alternative to relying on Amazon, Microsoft, and Google for AI computing power.

India already has over $45 billion in commitments from the three U.S. companies, including a $1.25 billion national AI program running on Nvidia processors with 34,000 chips available to researchers. The new partnership gives India its own machines on domestic soil under local governance, part of a broader push for AI sovereignty. Former U.S. Commerce Dept. official Cameron Kerry notes this reflects India's pragmatic approach to adapting AI capabilities from multiple sources.

The Cerebras systems use the world's largest AI chip—a single piece of silicon the size of a dinner plate—built for speed in running AI applications. This aligns with India's focus on deploying AI across healthcare, agriculture, and public services. G42 became Cerebras's largest customer in 2021 and has experience operating multiple supercomputer facilities in the U.S.

The deal faces challenges matching integrated packages from Amazon, Microsoft, and Google that combine hardware, software, and support. G42 will need to offer competitive services to succeed. Financial terms and post-installation hardware ownership remain undisclosed.
