India Eyes Merchant Fees on UPI Transactions

For most Indians, paying by UPI has become routine—scan a QR code, tap a few buttons, and the money moves instantly without a visible fee. The proposal targets only transactions above a set threshold, meaning most UPI payments remain free. In July alone, UPI processed 23.6 billion transactions worth 29.87 trillion rupees, and more than 550 million people now use it. The system’s success hinges on heroes of the network—small vendors who accept payments with a printed QR code, trading off no merchant discount rate for a cash‑free experience. Economists Abhinav Motheram and Sharon Buteau warn that charging small, informal merchants could slow adoption in developing districts.

India faces a delicate balancing act: make UPI financially sustainable without eroding the network effects that made it ubiquitous. Brazil’s Pix offers a model, charging businesses while keeping individuals free. The test will be whether the new pricing protects the marginal merchants still joining the digital payment ecosystem.
