Citizen Developers: The Rise of Everyday Engineers

Hacker News •

Citizen developers have existed for decades — from 90s accounting software buyers to today's sales teams building apps with AI tools. What was once shadow IT is now mainstream, driven by the need to move business forward without waiting on engineering teams. Gartner found that 41% of employees were already creating technology capabilities outside IT by 2021, before ChatGPT launched.

These builders include SDRs creating lead management tools, operations managers digitizing spreadsheets, and even professional developers working outside their specialties. The line between citizen and software developer is blurring — both are solving business problems through automation and interfaces.

The business prioritizes speed over perfection, choosing immediate results over lengthy development cycles. However, this creates risks: researchers found over 2,000 vulnerabilities in 5,600 AI-generated apps, with leaked secrets and exposed data.

Just as DevOps emerged from similar tensions between developers and operations, the industry must adapt to this new wave of builders. The solution isn't more gates, but paved roads where fast and safe paths align. Microsoft and other vendors are building on-ramps for these citizen developers, making it clear that operations must evolve rather than resist.
