Six weeks into U.S. and Israeli strikes on Iran, a fundamental question remains unanswered: what was the political objective? The Trump administration launched military operations on Feb. 28 without clearly defining what durable change in Iran's behavior or regime it sought. Senior military leaders celebrated destroyed targets—ballistic missile facilities, drone storage, naval vessels—but destruction alone does not constitute strategy.

The administration's stated aims shifted almost daily. Initial goals included eliminating "imminent threats" and achieving regime change. Defense Secretary Pete Hegseth later outlined four military objectives, while President Trump demanded "unconditional surrender," then declared it achieved when Iran apologized to neighboring states. By late March, the goal had morphed to "significant reduction" in missile launchers—a far cry from total destruction.

The consequences are tangible: one of the world's most critical maritime trade routes remains closed, energy markets face instability, and the U.S. lifted oil sanctions in March, funneling approximately $14 billion to Tehran—nearly 4% of Iran's GDP. The Iranian regime persists in power, its nuclear facilities largely intact. Senior officials quietly abandoned the objective of completely destroying Iran's missile program, settling instead for degradation. The administration left Islamabad without securing a deal, and despite claims of victory, no discernible political goal has been realized.

This outcome reflects a fundamental strategic error: conflating operational success with strategic achievement. As Clausewitz recognized, war serves as a political instrument—a means to an end, not an end in itself. When military action becomes its own purpose, strategy dissolves into mere destruction. The U.S. military demonstrated considerable tactical capability, yet without clear political objectives, tactical wins fail to translate into meaningful strategic gains.
