Hong Kong's Five-Year Plan Targets Yuan Expansion

Hong Kong's inaugural five-year economic plan will likely prioritize measures to expand offshore yuan use, alongside new financial products including commodities futures. Chief Executive John Lee announced the city's intent to broaden offshore yuan investment and risk management products, as well as extend market access to mainland China's stock, bond and wealth management links. The 2026-2030 masterplan aims to align with China's national strategy as Hong Kong recovers from post-pandemic economic challenges.

Analysts emphasize that cementing Hong Kong as an offshore yuan financing hub supports Beijing's vision of a globally competitive currency. Raymond Yeung, chief economist at Australia & New Zealand Banking Group Ltd., noted that liquidity is abundant but requires development of yield-generating yuan-denominated assets. Offshore yuan deposits reached a record 1.13 trillion yuan ($168 billion) by end-May before slight retrenchment.

Dim sum bond issuance hit 863 billion yuan this year, driven by record-low yuan interest rates. Kelvin Lam of Pantheon Macroeconomics stressed the need for an offshore yuan yield curve benchmark. Planned expansions include silver and base metals futures on the London Metal Exchange, building on Hong Kong's gold futures launch.
