OpenAI announced it will provide the Government of Ukraine access to its Daybreak program to support cyber defense of civilian infrastructure. The initiative, developed in coordination with Ukraine’s Ministry of Digital Transformation, aims to help Ukrainian teams identify software vulnerabilities and develop fixes more rapidly. The announcement was made at the UN General Assembly by Dmytro Kushneruk, Consul General of Ukraine in San Francisco, and Sasha Baker, Head of National Security Policy at OpenAI.

Ukrainian defenders face ongoing cyber attacks from Russia, with CERT-UA reporting nearly 6,000 cyber incidents in 2025, including attacks on hospitals, energy systems, and telecommunications. OpenAI’s Daybreak platform enables authorized security work using advanced AI for vulnerability review, investigation, and fix validation. Sasha Baker emphasized the importance of equipping defenders with capable tools to protect critical networks.

George Osborne, Head of OpenAI for Countries, stated that cyber defense is central to national security under extreme pressure. OpenAI has previously provided similar access to defenders in Europe, including France, Germany, and Poland. In Poland, CERT Polska used OpenAI models to uncover six vulnerabilities in third-party router software, which the vendor has since fixed.

ENISA has also used the models to secure software across EU institutions.
