The Treasury said this year that it would close the exemption in 2028, but high street retailers have complained that this meant they would be at a disadvantage for another two years.
Temu earns revenues by providing transaction and online marketing services to third-party merchants, largely in China, giving it a small UK footprint. The company said it had 31 UK employees in 2025 and booked profits of $6mn. In 2024 it had no UK employees, despite booking sales of $63mn and $3mn in profits. Paul Monaghan, chief executive of the Fair Tax Foundation, stated that serious questions need to be asked as to why Temu has such a negligible economic and tax footprint in the UK and across Europe despite its enormous sales.
