Zambia Accuses Abu Dhabi IRH of Copper Mine Deal Breaches

Zambia's ZCCM Investments Holdings has accused Abu Dhabi's International Resources Holding (IRH) of breaching agreements related to the Mopani copper mining complex. In a letter dated September 18, ZCCM-IH CEO Kakenenwa Muyangwa outlined alleged financial and operational failures, citing missed funding targets and unqualified contractors. The letter notes Delta Mining Ltd., which holds a 51% stake, spent only 20% of the $308.1 million project budget by March and appointed contractors lacking required expertise.

Copper cathode output allegedly fell over 50% short of the business plan last year. Muyangwa warned that without constructive engagement, ZCCM-IH would invoke contractual remedies. Meanwhile, Zambian President Hakainde Hichilema met with IRH CEO Ali Rashed Alrashdi in Abu Dhabi.

IRH maintains a strong relationship with ZCCM-IH, stating shortcomings require discussion. IRH, a subsidiary of International Holding Co. chaired by Sheikh Tahnoon bin Zayed Al Nahyan, acquired a majority interest in Mopani for $620 million. Mopani operates two sites in Zambia's Copperbelt province, aiming for 300,000 tons annual copper output by 2029 despite producing only 5,000 tons in June.
