The European Union plans to restrict social media, certain gaming platforms, and AI chatbots for children under 15, requiring parental supervision. European Commission President Ursula von der Leyen announced the measures on Wednesday, stating “No social media under the age of 13. No personal account under the age of 15.” The forthcoming Kids Act, to be unveiled Thursday, responds to pressure from countries such as France and Greece.

Under the draft proposal, children under 13 may access platforms only with parental supervision, while those aged 13‑15 can create accounts with parental controls and time limits. Platforms must verify ages via an official app and face fines up to 6 % of global annual turnover for non‑compliance. The rules will complement existing EU legislation including the AI Act and the Digital Services Act.

Von der Leyen also warned of AI‑driven hacking risks and called for cooperation with allies like Canada and the UK on model evaluation and security. The move follows growing global concern over addictive design and mental‑health impacts, highlighted by Meta’s recent settlement with several US states.
