Pay-to-play. Should managers be allowed to make political contributions to government officials without fear of being sanctioned for expressing their political views? The US regulator believes they should.

In an about-turn on a rule that's been in force for the last 16 years, the Securities and Exchange Commission last week proposed to scrap the Obama-era pay-to-play rule that prevents donations of more than $350 to state and local candidates.
