Currently, there's no way to make a picture-in-picture window take up the full width in portrait mode without blocking content or manual window alignment. Given the similar aspect ratios of the iPhone Duo and iPad mini, this feature seems like a natural fit. The author would use their iPad mini in portrait mode much more frequently with this capability.
