India's capital markets regulator will encourage municipalities to pool their financing needs and issue bonds collectively to fund urban infrastructure upgrades that may cost up to $900 billion through 2031. The Securities and Exchange Board of India in May issued a consultation paper that aims to bridge urban funding gaps by lowering entry barriers for smaller towns via pooled funding vehicles.

The initiative seeks to address the massive financing requirements for urban infrastructure development across the country. By enabling smaller municipalities to access capital markets through collective bond issuances, the regulator hopes to unlock new funding channels that have traditionally been available only to larger cities.

This pooled financing approach could transform how Indian municipalities fund essential infrastructure projects, from water supply and sanitation to transportation and housing. The consultation paper represents a significant policy shift toward market-based financing solutions for urban development needs.
