The European Union’s lead lawmaker on its carbon market reform is considering proposing a smoother pace of emissions cuts next decade in a draft plan due to be unveiled Friday. The draft by European Parliament member Peter Liese is set to outline a plan to reduce the pollution cap in the Emissions Trading System by 3.4% every year in the first half of the 2030s compared with 3.7% proposed by the European Commission, according to people familiar with the matter.
