Florida Bans Local Net-Zero Emissions Goals

Florida has banned local governments from pursuing net-zero emissions goals, signing HB 1217 into law on Earth Day. The measure prohibits cities and counties from adopting policies aimed at offsetting greenhouse gas emissions, directly targeting climate initiatives in at least 10 Florida communities including Miami, Orlando, and Tallahassee. Governor Ron DeSantis and Republican lawmakers frame the ban as protecting jobs and affordability, arguing that net-zero policies harm the state's energy security and economic interests.

The law requires local governments to submit annual compliance affidavits to the state Department of Revenue and takes effect July 1. It explicitly bars municipalities from purchasing vehicles or appliances based on fuel type, participating in carbon-trading programs, or charging carbon-based fees. The legislation nullifies 2022 renewable energy goals established after 200 Floridians under 25 petitioned for 100% clean energy by 2050.

Local leaders are already responding. Leon County rescinded its climate emergency declaration and rolled back fossil fuel vehicle phase-out plans. Meanwhile, the Orlando Utilities Commission, which committed to net-zero emissions by 2050 in 2020, says it will maintain its climate commitments despite the new restrictions. Environmental advocates argue the law prioritizes fossil fuel industry interests over constituent needs during rising energy and housing costs.
