FCC to Remove ISPs' Fee Itemization Rule

WASHINGTON — The Federal Communications Commission will vote to drop a decade‑old rule that forces Internet service providers to list every passthrough fee on a public price label. The change would let ISPs report those charges as a dira“up to” figure, combining fees from local governments and third‑party pole owners. The move follows complaints from Comcast and other carriers that the itemization process is too burdensome.

Under the Biden‑era rule, providers must show each fee individually. The new draft order removes that requirement and also lets ISPs link to labels instead of embedding them on order pages. It further relaxes the need for machine‑readable spreadsheets and phone‑sale disclosures. Supporters say the changes reduce administrative costs. Opponents argue they will dilute transparency and enable hidden charges.

Consumers could see fewer price labels, making it harder to compare plans. Public Knowledge, the National Digital Inclusion Alliance, and other groups warned that the shift could widen the digital divide. The FCC will vote on July 22, and the rule would take effect 30 days after publication.
