World Cup may see throw-in, goal-kick countdowns

Lawmakers are considering new tempo rules for the World Cup, including countdowns for throw-ins and goal kicks. The International Football Association Board (IFAB) is also weighing a 10-second limit for substitutions and potential time off for injured players. These proposals aim to cut dead-ball time and deter tactical disruptions.

The move follows the successful eight-second rule for goalkeepers releasing the ball. IFAB's technical director David Elleray confirmed these measures could be implemented for the tournament in North America. Football Association of Wales CEO Noel Mooney stated the goal is to address fan frustration with stoppages suspected of being tactical rather than genuine.

Further changes under review include VAR being able to review red cards for incorrect second yellows and wrong-team penalties. Trials for a 'daylight' offside law, where a player is onside if any scoring body part is level with the second-last defender, will also continue in select leagues.
