NFL Commissioner Roger Goodell says he has 'no doubt' that the league will eventually establish a team permanently based outside the United States. Speaking to German media outlet RTL/ntv, Goodell discussed the NFL's growing international footprint and the inevitability of global expansion.

While the possibility of an international Super Bowl has been raised, Peter O'Reilly, the NFL's executive vice president of club business, international and league events, previously stated that such a move is 'not a front-burner issue.' However, Goodell indicated that if a team is permanently located in an international city, that site could potentially host the Super Bowl.

The NFL continues to increase its international presence, with plans to play up to 10 international games starting in 2027, up from eight previously. The league also removed teams' ability to protect home games from international play. The 2026 schedule features nine international games across host sites including Melbourne, Australia; Rio de Janeiro; London (three games); Paris; Madrid; Munich; and Mexico City.
