The legislation would create the Northwest Indiana Stadium Authority, granting powers to issue bonds and finance construction of a new domed stadium near Wolf Lake in Hammond.

This development comes as the Bears have been seeking public funding for their stadium plans, having previously announced a $2 billion investment but requesting $850 million in public infrastructure support. The team had been negotiating with Illinois officials for tax payment flexibility but abruptly canceled a scheduled hearing on similar legislation Thursday morning. The Hammond site sits approximately 25 minutes south of Soldier Field along Interstate 90.

The Bears organization called the bill's passage "the most meaningful step forward in our stadium planning efforts to date," emphasizing their commitment to completing due diligence for the Wolf Lake location. Indiana Governor Mike Braun expressed enthusiasm about the partnership, highlighting the state's pro-business approach and coordination between agencies to facilitate the potential move.
