Adam Silver, now in his 12th year as NBA commissioner, faces a pivotal board of governors meeting Monday and Tuesday in New York. The agenda includes three major topics: the LA Clippers investigation, NBA Europe, and expansion.

Last week, Silver slapped the Clippers with five revoked first-round draft picks and a record $30 million fine for salary cap circumvention. The Clippers have not publicly accepted the punishment or announced legal action. They also haven't named a replacement for suspended owner Steve Ballmer or interim head of basketball operations for suspended Lawrence Frank, nor executed the trade sending Kawhi Leonard to the Toronto Raptors.

The league also imposed a five-year "compliance and monitoring program" on the Clippers, with nebulous terms. "Are they going to be reading all their emails, reading their texts, listening to their phone calls?" one GM told ESPN. "I have no idea what that means."

Silver's news conference Tuesday will set the tone. The Clippers' purposeful inaction suggests they are keeping options open. This meeting could be one of the most consequential in recent memory.
