Denver Broncos outside linebacker Jonathon Cooper was placed on the NFL's commissioner exempt list following two domestic violence arrests in June. The move, reported by ESPN's Adam Schefter, means Cooper cannot practice or play in games while the league reviews potential violations of its personal conduct policy. Cooper is scheduled for arraignment Monday in Douglas County, Colo., on felony second-degree assault by strangulation and three misdemeanors, including violating a protection order.

He remains paid and may work out at the Broncos' facility but is barred from on-field activities. The placement exempts him from the 53-man roster count ahead of the cut deadline. Cooper, a sixth-year player and seventh-round pick in 2021, has 31.5 sacks in 81 career games and started every game the past three seasons.

Broncos coach Sean Payton confirmed Cooper played eight snaps in the preseason finale versus the Vikings, citing uncertainty about his regular-season availability. The team stated it is following league and club protocols, including therapy guidelines set after the arrest. An affidavit from Cooper's first arrest noted his girlfriend suffered a choking injury with 'substantial risk of death' or traumatic brain injury.

Payton reiterated his deference to the NFL and legal processes regarding Cooper's case.
