Tropical Storm Nolo became a hurricane on Thursday and spun toward Hawaii, threatening heavy rain and strong winds as the state recovers from Hurricanes Lowell and Lala. Watches and warnings were issued for the Big Island, Maui, Lanai and Molokai, with rain and wind expected on the Big Island as soon as Friday. Nolo is predicted to intensify into a Category 3 hurricane near its closest approach, coming within about 70 miles of the Big Island's southeast coast.

Matt Foster, a meteorologist with the National Weather Service office in Honolulu, said the storm would be impactful regardless of its exact path. Hawaii has faced numerous weather disasters this year, including devastating flooding in March and Hurricane Lowell lashing Kauai two weeks ago. Hurricane Lala narrowly missed the Big Island in August, causing flooding and mudflows that destroyed communities, with estimated disaster-related costs exceeding $1 billion.

State Representative Jeanné Kapela said the community was still recovering from Lala when Nolo approached. Nolo is expected to bring 15 to 30 inches of rain, up to 35 inches in some locations, risking catastrophic flooding and mudslides. Weng Aquino Branch, whose home in Ocean View was damaged by Lala, said the new hurricane could finish the rest.
