The Palestinian leader Mahmoud Abbas renewed his call for a two-state solution in a videotaped address to the General Assembly on Thursday, as he accused Israel of prosecuting “a genocidal war” against Palestinians “that has created an unprecedented humanitarian catastrophe.”

For the second year in a row, Mr. Abbas, 90, did not appear in person because the Trump administration denied him a visa to travel to New York. The U.N.’s 193 members voted last week to allow him to send a videotaped speech.

Mr. Abbas said: “We seek a democratic Palestinian state that respects the rule of law and human rights, a non-militarized state that lives in security and peace alongside the state of Israel. It is possible.” Palestinian statehood has widespread support, with 157 out of 193 member states recognizing Palestine. In 2025, France, Britain, Canada, Australia and Portugal formally recognized a Palestinian state.

Mr. Abbas condemned Israeli violence in Gaza and the West Bank, calling it “a malicious colonial scheme.” He welcomed President Trump’s Board of Peace plan for Gaza but said: “Regretfully, we have not seen any of this materialize on the ground.” He added: “We will not leave our homeland. We will not accept resettlement.”
