America’s public servants, including those on the front lines of cyber defense, should have access to the best AI tools available. Today, Open AI for Government and the U.S. General Services Administration (GSA) are announcing a new multi-year agreement that builds on last year’s federal offer.

The first-of-its-kind agreement will provide $0 access—normally $15 per user per month—for the license fee and 50% off usage, alongside expanded support for public-sector cyber defenders. Open AI is also extending the same offer to all state, local and tribal governments.

More than one million government employees already have access to Chat GPT through existing agreements, and this expanded partnership extends eligibility across a U.S. public-sector workforce of approximately 23 million people. Daybreak Access is improving vulnerability research, malware analysis, and security-tool development.

The CDC accelerated literature reviews, Georgia’s Department of Revenue reduced tax-form digitization time, and North Carolina’s Department of State Treasurer identified millions of dollars in potential unclaimed property. Lawrence Livermore National Laboratory accelerated fusion-research development.

Open AI President Greg Brockman’s The Defender’s Window and an industry-wide open letter call for urgent, collective action. Every verified government entity will be approved for Daybreak Blue at 50% off standard commercial pricing, with scaled training and enablement. Daybreak Red will be available for advanced vulnerability research, exploit validation, and red teaming at standard commercial pricing. The agreement runs for 27 months, from October 1, 2026, through December 31, 2028.
