Nvidia H200 Sales to China: Key Democrat Signals Shift

Rep. Ro Khanna, the top Democrat on the House Select Committee on China, signaled a policy shift by expressing openness to Nvidia H200 chip sales to China. This marks a departure from his predecessor Raja Krishnamoorthi, who co-sponsored legislation last year to block such sales. The H200 chip, released in 2024, belongs to Nvidia's older Hopper generation.

Khanna stopped short of endorsing President Trump's decision to allow the sales but suggested older chip generations could be acceptable after the U.S. maintains a two-to-three-year technological advantage. He emphasized that Nvidia chips should eventually be used in consumer appliances like refrigerators and dishwashers. The committee's Republican chair, John Moolenaar, has criticized the Trump administration's decision.

Despite some alignment with the Trump administration on chip sales, Khanna sharply criticized its Taiwan policy as unclear and inconsistent, undermining regional security. This represents a notable shift for a committee that previously stood out for bipartisanship in Washington's polarized political climate. The policy debate comes as Nvidia prepares to release its next-generation Rubin chips later this year, following the current Blackwell generation.
