US Draft Plan: Hamas May Keep Small Arms

A drafted US demilitarization plan would allow Hamas to retain small arms while requiring surrender of all weapons capable of striking Israel, according to anonymous officials who spoke with the New York Times. The plan, which remains subject to change, includes provisions for immediate decommissioning of heavy weapons and registration of personal arms under a new technocratic committee.

The proposal was discussed by a US team including Special Envoy Steve Witkoff, Jared Kushner, and former UN official Nickolay Mladenov, who plan to share the document with Hamas within weeks. The plan bears similarities to Kushner's January Davos presentation, which outlined immediate decommissioning of heavy weapons and registration of personal arms under the proposed National Committee for the Administration of Gaza.

White House spokesman Dylan Johnson stated the US is working closely with all parties to ensure full implementation and advance a durable security framework. However, Hamas has repeatedly rejected disarmament efforts, with leader Khaled Mashaal calling such proposals attempts to make Gazans "an easy victim" to Israel. The terror group maintains that security can be achieved through other means, not disarmament.
