Ukrainian President Zelenskiy convened military leadership to address air defense shortcomings nearly four years into Russia's war. The president emphasized these modifications represent only one element requiring improvement in Ukraine's civilian protection strategy.

Zelenskiy criticized officials in Kyiv for failing to restore power and heating following Russian attacks on energy infrastructure. Energy crews work around the clock to restore heating as temperatures plummet to -19°C (-2°F) in the capital. Similar electricity issues persist in Kharkiv, Poltava, and parts of Odesa region, creating widespread hardship for civilians.

The Ukrainian president threatened personal accountability for community leaders and officials not addressing building and network issues. Zelenskiy renewed criticism of decision-makers in Kyiv, his hometown of Kryvyi Rih, and Okhtyrka near the Russian border. These accountability measures reflect increasing pressure on local governance during wartime conditions.
