President Donald Trump signed an executive order establishing the "America First Arms Transfer Strategy" that fundamentally alters U.S. weapons export policy. The directive prioritizes countries with higher defense spending and strategic regional importance for military sales, marking a significant departure from the previous first-come, first-served approach.

This policy shift aims to accelerate delivery of U.S.-manufactured weapons to allies deemed essential for regional security while leveraging foreign purchases to expand domestic production capacity. The White House emphasized that future arms sales will prioritize American interests by using foreign purchases and capital to build American production and capacity. The Secretaries of Defense, State, and Commerce are tasked with developing a prioritized sales catalog.

For decades, U.S. arms sales operated on a first-come, first-served basis, requiring significant hurdles to alter delivery priorities. The new strategy addresses production backlogs and delivery delays that plagued the previous "partner-first" approach. By focusing on countries with higher defense spending and strategic importance, the administration seeks to ensure that U.S. defense exports support both national security and domestic industrial revitalization.

The policy comes as NATO leaders supported a new defense spending target of 5% of GDP in 2025. The executive order also calls for streamlining bureaucratic processes, including enhanced end-use monitoring and third-party transfer procedures, to reduce delays and improve transparency. This represents a major shift in how the United States approaches its global arms trade relationships.
