The Trump administration's justification for its military campaign against Iran has shifted dramatically, with officials offering conflicting explanations about the mission's goals. Secretary of State Marco Rubio initially cited Iran's nuclear program, then pivoted to ballistic missile threats, while Defense Secretary Pete Hegseth suggested regime change. The administration's messaging has been inconsistent, with President Trump himself offering different rationales in public statements.

Intelligence assessments appear to contradict the administration's claims of an imminent threat. Congressional staffers were told in private briefings that U.S. intelligence did not indicate Iran was preparing a preemptive strike. Instead, officials acknowledged a more general threat from Iran and proxy forces. Naysan Rafati of the International Crisis Group suggested opportunity may have been as significant a factor as threats in the timing of the operation.

The military campaign, dubbed Operation Epic Fury, killed Ayatollah Ali Khamenei and 40 senior Iranian officials in coordinated U.S.-Israeli strikes. The operation caught Iran by surprise, with attacks hitting three locations within a minute. While the administration maintains the strikes were necessary to prevent Iran from developing nuclear weapons and intercontinental ballistic missiles, the lack of a clear exit strategy and the shifting explanations raise questions about the long-term implications of this widening conflict.
