The California Air Resources Board and its partner CALSTART have reserved nearly 1,000 vouchers for Tesla's long-delayed battery-powered big rig, despite questions about its production readiness and certification status.

Industry executives argue the state's preferential treatment distorts the market, particularly since Tesla's vehicle lacks widespread availability and a publicly advertised retail price. Alexander Voets of RIZON Truck USA called the arrangement "market manipulation," noting Tesla has virtually no vehicles in customer hands despite securing the largest-ever tranche of funding. The controversy intensified after state data revisions showed Tesla poised to receive up to $202 million before adjustments.

Critics highlight that Tesla's Semi hasn't met standard certification requirements, yet still qualified for substantial subsidies.
