New York Mayor Zohran Mamdani and Governor Kathy Hochul announced a 2,000 free childcare spots for two-year-olds starting later this year, marking the first phase of Mamdani's campaign promise for universal childcare. The program will expand to 12,000 spots next year for an estimated 100,000 toddlers in America's largest city.

State funding of $73 million for the first year and $425 million for the second year will come from New York's $1.2 billion commitment to early childhood education. The initiative avoids the tax increases Mamdani initially proposed, with Hochul stating existing revenues will cover costs. The mayor emphasized the economic benefits, citing research that every dollar spent on early childcare returns up to $13.

This childcare expansion represents one of Mamdani's three signature campaign promises alongside a rent freeze and free public buses. While the childcare program moves forward, funding concerns have stalled the bus initiative, with the mayor acknowledging it remains a 'budget conversation.' Rent-stabilized apartment prices will be addressed later this year when the Rent Guidelines Board meets to set rates for the city's roughly 1 million regulated units.
