Mayor Zohran Mamdani's extensive marketing push for universal pre-K failed to boost application numbers, with roughly 94,400 parents applying for seats this fall—barely changed from last year. The flat enrollment raises questions about the $6 billion annual cost of Mamdani's universal child care vision. Only half of eligible families applied for 3-K programs, suggesting trust issues remain after former Mayor Adams cut funding during his administration. The city faces demographic challenges including declining birth rates and families moving out.

Despite challenges, the administration improved access with 70% of families getting their first-choice 3-K seat, up from 65% last year. The city added 2,000 new 3-K seats for fall. Without a sustainable funding plan beyond next year, Mamdani must convince Albany that tax increases on wealthy New Yorkers are necessary to expand the system.
