Kansas House Advances Property Tax Cap Bill Amid Local Opposition

The Kansas House Taxation Committee advanced legislation that would allow taxpayers to challenge property tax increases exceeding 3% annually through a protest-petition process. The bill, House Bill 2745, would distribute $60 million annually in state funding to cities and counties that limit property tax growth, with the state fund increasing 2% each year.

The committee rejected provisions for special public votes on tax increases, instead implementing a petition requirement of 10% of previous presidential election voters. Democratic Rep. Rui Xu argued this threshold was too low, proposing 20% instead. The bill includes exemptions for economic development-related property taxes to ensure municipal debt payments and expiring incentives are handled cleanly.

Municipal leaders and the League of Kansas Municipalities strongly opposed the measure, warning it would destabilize local finances and increase taxpayer costs. Critics noted the bill exempts state government and school districts while imposing restrictions on cities. Supporters including the Kansas Livestock Association and Kansas Action for Children argued the legislation would provide property tax relief and moderate rising costs for Kansas families.
