H-E-B Expansion Stalls in Dallas Despite Growing Texas Presence

A North Texas resident is questioning why H-E-B hasn't opened stores in Dallas despite expanding throughout North Texas since 2022. Fredrick Terry, a 59-year-old Oak Cliff resident, has launched a campaign since 2023 to address what he calls a food desert in his neighborhood.

Terry points out that while H-E-B has opened multiple locations in Frisco and surrounding areas, the company hasn't entered Dallas' urban core. He notes that H-E-B owns vacant land near his home but hasn't developed it. The grocery chain typically seeks 20-22 acre lots for flagship stores, which are scarce and expensive in Dallas, though Terry argues that smaller formats like the 12,000-square-foot South Flores Market in San Antonio could work.

Despite creating a website and renting a mobile billboard to promote his cause, Terry says he's received no clear explanation from H-E-B. The company told MySA they have "nothing to add" when asked about the expansion plans. While H-E-B does have one Dallas location planned for I-635 and Hillcrest Road, it faces local opposition over potential congestion concerns.
