Gulf Breeze Elementary Principal Monica Garcia resigned in January after failing to report an alleged incident of inappropriate sexual contact between two kindergartners on a school bus, according to Santa Rosa County District Schools records. Garcia, a mandatory reporter, did not file a report with the Florida Department of Children and Families (DCF) on August 14, 2025, despite state law and district policy requiring immediate reporting of suspected child abuse or inappropriate sexual behavior. Instead, she conducted an internal review, questioned the boy, reviewed bus video, and changed his seat.

The Pensacola News Journal obtained personnel records showing Garcia was likely to face suspension without pay pending termination had she not resigned. Garcia cited personal and health reasons for her resignation, though her internal review and failure to escalate the incident to district administration were significant factors. A law firm investigation later found no policy violations by the district, but Garcia's handling of the case drew parental anger following another incident at the school.
